Between engagements, not during them. Before crossing open ground, before committing to a rotation, and immediately after a fight when you want to know whether somebody watched it happen. Mid-fight, the overlay in front of you is the better surface and the radar is a distraction.
Vehicles and third parties. Both share the same property: they change a situation faster than you can discover them by looking. A helicopter crossing behind a treeline, or a second squad closing while you finish the first, are the two situations where a glance at a radar changes the outcome and nothing else would have told you in time.
A radar showing everything shows you nothing you can use. Contacts far outside your engagement range are not decisions, they are clutter. Set it to cover the ground you could plausibly reach or be reached from in the next thirty seconds.
The two answer different questions. Radar tells you something exists and roughly where. The overlay tells you what it is, how healthy it is, and whether it is worth engaging. Used together the sequence is: notice on the radar, decide with the overlay, act.
